The Final Scoping Opinion gives the most up-to-date details of the Talladh-a-Bheithe windfarm proposal. It is a document prepared by the Scottish Government and includes comments from all the organisations the Scottish Government has consulted for their views.
Under the Electricity Works (Environmental Impact Assessment) (Scotland)(EIA) Regulations 2000, Scottish Ministers are required to consider whether any proposal for a windfarm is likely to have a significant effect on the environment. In terms of these Regulations, Scottish Ministers must consult the planning authority, Scottish Natural Heritage and the Scottish Environment Protection Agency and other relevant consultees and produce a scoping opinion on outline design proposals. The purpose of the Scoping document is to provide advice and guidance to developers which has been collated from the expert consultees whom the Scottish Government has consulted. It should provide clear advice from consultees and enable developers to address the issues they have identified, and address these in the EIA process and the Environmental Statement associated with the application for section 36 consent.
